1.As per the most recent Swachhta Status Report, more than half of rural population still defecates in open. In the light of above statement, highlight the issues faced by Swachh Bharat Abhiyan especially in rural area? Provide your innovative solutions to the problems. (12.5 marks)

Sol-Jawaharlal Nehru said that the day every citizen of India will get toilet to use, i shall know that the country has reached the pinnacle of the success. On the line of making it a reality, government has initiated Swachh Bharat Abhiyan with the objective of making India Clean by 2019. 
   But more than 50% rural people still defecate in open and this, and other following problems faced by the mission especially in rural areas are
1.Behavioural Change issue-According to district officers in rural areas, several villagers in Uttar Pradesh are using the toilets to keep feed of their cattle and still practising open defecation
2.Less funding on Information Education and Communication component(IEC) which is aimed at behavioural change
3.Swacchata Doot required for the ambitious project are high but actual swacchata doot mobilised are very less
4.maintenance and continued use of toilet build by people.
5.Not integrated waste management infrastructure along with toilet build-up.
6..morning toilet as time of socialisation with others



Innovative Solution
1.Involving NGO in the process of behavioural change at community level by involving community itself for eg Shuddhi NGO is working at local level. As NGO works along with community in the planning as well as during implementation thus enhancing the success.
2.Involving Community people as Swachhta doot so that both, issue of less manpower as well as involvement of people in the project, get satisfied.----Creating armies of champion at local level
3.Awareness with entertainment and movies like "Toilet: ek prem katha"-----as movies are the major agent of behavioural change of people
4.Involving ASHA worker in the process---as they are trusted by the rural people.
5.Teaching children and women regarding the need to change behaviour as children and women act as great agent of change, as per economic survey

By following above solution, we will not only achieve just the availability of toilet in words of Jawaharlal Nehru but also actual usage of such toilet to make India Clean.
