Flood is the phenomenon of increase flow of water over human settlement which creates destruction of life and property.
Recent flood in Assam, West Bengal and other areas as well as flood in chennai in 2015 created havoc in terms of deaths. Such phenomenon of increasing flood is becoming a yearly phenomenon.
Simillarly uttrakhand flood of 2013 created destruction at large scale
These increase in flood is due to following reasons
1.Unregulated Human Habitation along the river plains which makes flow of river difficult and thus river overflow over roads
2.Cemented roads with no water drainage along the roads which could otherwise let water flow without harming property and life's
3.Climate Change--With rising temperature, water carrying capacity of air is getting increase and thus huge amount of rain flow down and thus excess water flows out of rivers
4.Unregulated tourism-which creates unsustainable settlement and thus help in flood formation
5.dam construction which restrict the flow and sudden release of water results in flood.
Way to Manage Flood disaster
Adaptation
1.Rescue policies in place
2.Training local government, ngo and other people at ground level as people at ground level are the first one that can help themselves and others
3.Proper fund dedicated at local level for flood management
4.Highlighting critical areas of flood and giving special emphasis on same.
Mitigation
1.Regulating unregulated settlement along the river plains
2.Regulating tourism activity
3.Checking unregulated construction site which increase disaster due to open sand which move along water
4.Checking release of Green House Gases(GHG), does controlling climate change and thus flood frequency can be controlled.
