Data
--Loss of time just below 10% in 10th Lok Sabha has increased to 40% by 15th Lok Sabha

Reason
1. Immature and political working of opposition rather than debating with facts
2 . General less expertise of law makers on subjects,  thus having disruption rather than constructive discussion
3.General low level of education in the country which is reflected in the way parliamentarian,  as the face of people,  conduct in the session
4.Not responsive and listening attitude of government,  thus letting no option with opposition other than disruption. 
5.penetration of mass media in parliament---thus disruption give opposition to continue to be in limelight
6.Anti-defection law---which restrict individual view point of members but allow party to dictate individual member
7.hetrogenous composition of parliament,  thus reducing main aim of countries development but all have different aims


Effect
1.Disrespect the will of people by not working but disrupting the working of parliament 
2.effect governance 
3 economic development is country get stalled
4.waste of public exchequer money 


Way to improve situation 
Short term
1.making coming of parliamentarian into well as invalid
2.reforming anti-defection law in the light of Dinesh Goswami committee as to be use anti-defection law only in emergent situation 
3.induction programme and code of conduct training of parliamentarians
4.reforming the partisan working of speakers

Long term
1.Improving education in the country 
2 improving expertise of law makers
