Answer of the day-Japan
Q-In the background of Japan's PM visit to India, analyse the importance of Japan for India at various level? What are the challenges in the relationship? (12.5)
Sol - - Recently India and Japan further accelerated their relationship with the inauguration of 508 km Ahmedabad-Mumbai bullet train with loan from Japan
India and Japan share ties from ancient time with the spread of Buddhism from India. Presently, Importance of Japan for India is as follows
1.Startegically--with rise of China, Japan act as 'enemy of enemy as friend' and countering China in south China Sea, Indian ocean and other areas
2.Economical-India is the largest recipient of Japan's Official development assistance since 1986. Also Japanese companies like Suzuki, Sony etc are famous in the country
3.Culturally--Buddhism as well as similarity of pluralistic, tolerant and democratic society. A famous function called Namaste India festival is an annual event on Japan
4.Military--India is one of only 3 countries with whom Japan has security pact. Both recently conducted Malabar exercise along with US.
Challenges in relationship
1.Trade hasn't reached it potential---it stands at present at around $13.5 billion in the context of trade with China at
$71 billion dollar and between Japan and China at $280 billion.

Answer of the day-GST
Q-Recent government release shows that Indian GDp growth slowdown to 5.6% in last quarter. One of the reason cited for such slow down is GST effect on businesses. What is GST? How does it effected the growth in short term? And what are the ways for its implementation for utilising maximum benefit? (12.5)
Sol- CSO released last quarter growth rate as slowdown to 5.6%. Proposed reason for same demonitisation, GST and reducing Investment by private sector.
As already stated, one reason is GST. It is one nation one tax which replaces various taxes like sale tax, excise tax, service tax etc. Thus reducing cascading effect, aimed at increasing compliance and increasing growth
But growth got effected by GST in short term in following ways.
1.Industries response to the new tax regime ----Companies are readjusting their operation, adapting to new rules, rates etc. Thus this process takes time and in the meanwhile they have reduce production and investment, effecting growth.
2.consumer response to new tax - - - as they are apprehensive and not aware of new tax's affect on prices of goods and services. They are following wait and watch policy, thus reducing consumption demand and consequently growth.
3.Government officials response to GST - - - as government is also new to this taxation system, official are still in learning phase and not able to respond to various need like queries of companies etc. Thus business and consumer can't transact smoothly and affecting growth.
4.Various tax slab rather than just one - - - this make it difficult for companies as well as consumer to effectively respond. Thus hindering in growth process.
5.GST technology readiness - - - - as observed that their are delays in various activities due to inefficient working of technology and thus affecting the smooth working of taxation system.
Ways for its efficient implementation.
1.reducing regular changes in tax slabs---as seen that government has changed tax rates of over 100 products in last 75 days.This changes should be as minimum as possible.
2.faster improvement in the GST network and it's working - - - thus not effecting businesses, as around $10 billion refund of exporter have been stuck due to inefficient working of GST network.
3.emphasis on capacity building of taxation officials
4.increasing awareness among consumers and small businesses using messages on phone. Thus building their confidence in the new system
5.working on reducing numbers of tax slabs

Answer of the day(14709/17)-Loan Waiver
1.In the backdrop of loan waiver scheme announced by various government, analyse the issue involved with loan waiver scheme? What should be the way to reduce such populist measures(12.5)
Loan Waiver Schemes are announced by government to waive off the loan interest to be paid by farmers considering the grim situation of the farmers. But it's more of a populist measure for vote bank politics which has following issue
1.Loan waiver really reduce the tendency of farmer paying their future loan as well, as they expect similar scheme in the future
2.It is a disincentive for the genuine loan payers, thus discouraging them as well.
3.It distort the banking system as it effect their financial conditions at present by delay of such payment by government as well future by increasing defaults of loan
4.Encourages such populist measures as a habits
5.against the democracy, as people don't vote their representative with full consideration of other qualities but vote only on getting benefit of loan being waive
6.By having the loan waive, it also discourage farmer as well as government to make genuine improvement of the agriculture sector.
This populist measure can be reduce by following ways
1.Improving agriculture sector issues like providing irrigation facilities, linking with market etc
2.improving vote bank politics by improving education of the people
3 .making such populist measures unacceptable by making changes in the law
4.improving the professional working of banks by giving them more autonomy and if needed privatisation of banks so that bank can work on sound business principle and reducing government interference.

One of the major issue that Indian Economy is facing is lack of Investment in the economy. What are the reasons for the same.? What should be done to improve the situation? (12.5 marks)
With rate of investment continue declining from 34.6% in 2012 to around 27% in 2016, India is facing problem in investment by private sectors which impact growth and employment generation in the country.
Reasons for the low investment in the country are

Q-Centre has come up with No-Fly list for unruly passenger. What is no-fly list?What are the challenges in its implementation?(12.5 marks)
Sol--
With various incident of airlines having unruly passenger in the form of verbal as well as physical abuse, government came up with No-Fly list to be maintained by DGCA(director general of civil aviation).
No Fly list consist of person who are not allowed to travel in particular airline. It is used by other countries as well, but India has proposed it for the first time. It is used as a way to punish for unruly behaviour of passenger, mainly due to VIP culture entitlement in India.
Following are the challenges in its implementation
1.Arbitrary use of such way by airlines to harass passenger rather than improving airline services.
2 . Can be used as a way to charge more from such passenger behaving rudely rather than following the rules.
3. Awareness of such rules among passengers
It is an progressive steps in lines of other developed countries and also a way to reduce VIP culture in the country. This can be implemented well while deciding by Internal Committee proper care should be given to Consumer representatives and increasing awareness regarding the rules.

Answer of the day(10/09/17)-Aadhaar
In the background of SC declaring privacy as Fundamental Right, What are the conflicts between privacy and Aadhaar? What changes should be made in Aadhaar to make it more Compliant with the SC judgement.? (12.5 marks)
Privacy is the state in which one is not observed or disturbed by other people. SC has declared privacy as fundamental right under Art 21 in case.
This has again raised an issue of privacy wrt Aadhaar. Following is the conflict between privacy and Aadhaar
1.Aadhaar collects the personal biometric and demographic data, which may be misuse by government for targeting political opponent, sectarian target etc.
2.Such data collected can be hacked by others for profit or other motive. Thus violating the privacy of people.
3.Indvidual has no rights to delete the data collected, thus their rights get restricted.
Changes that should be made to make it more compliant with SC judgement are
1.Making it mandatory for the government to have more data secure technology
2.Giving citizens choice to not provide the information
3.Option to let individual delete their information
4.Restricting access of data to just secretary level and not district court(as present provision provides) but just on HC order.
5.Making official accountable wrt leakage of data to outside the government.
