1.Street Vendors(protection of livelihood and regulation of street vending) act, 2014 is a statutory law,  but it faces various implementation issue? What are these implementation issues? What changes need to be brought in the act to make it more effective?

Street Vendors(protection of livelihood and regulation of street vending) act, 2014 was passed to protect the harassment of street vendors and let Street vendors develop as Street Vendors act as integral part of the urban economy. 
Major provision of the acts are
1.Town vending committee in each local area with representatives from sc, St, obc, women, minority
2.demarcation of vending zone


 
Issue in implementation
1.act override state and municipal laws but municipal law comes under state---thus creating friction between centre and state
2.compliance by local bodies
3.implementatipn by police officials---as there is corruption in police establishment
4.discretipn in norms for certificates, zones etc creates problem for proper implementation

Changes need to be made to make act more effective are

 
1.norm need to be specified for street vendors certificate, vending zones and no of vendors per zone
2.street vendors need be consulted while preparing plan,  which is required to be made after every 5 year as per act
3.act is not valid in railways and surrounding area---but standing committee recommended for the same. So,  standing committee recommendations need to be followed 


Street vendors are unique and goof way to have inclusive growth esp for unskilled labour,  thus it need to be properly facilitated so that people can have benefit in the former of livelihood as well as unique tastes of street foods.
