In police of 21st century India compatible with the need of programme like Smart City, Amrut etc? What are the issues in the implementation of police reforms? (12.5 marks)

21st Century India with emphasis on programme like Smart city, AMRUT,HRIDAY etc need police to be responsive to people need, inclusive and sensitive towards women, caste, religion specific needs
Indian police have started responding to the need of 21st century by adopting technology alcohol sensor, CCTV etc, more women official recruiting etc
But it faces following problems
1.No incentive towards improvement - - - as promotion is based on seniority and political affiliation, thus restricting the improvement towards the need of 21st century
2.number and quality of staff---there is 130 personnel for 1 lakh people against the UN norm of 220.
3.no of mandatory women official is 10% according to law which is less then the requirement of 21st century especially wrt rising crimes against women in cities
4.tech savvy---esp when criminals and terrorist are using his tech devices for their ulterior motives.
SC has provided 7 guidelines to be followed by state for police reform but these guidelines are not implemented due to following reasons
1.Political will---as political class has vested interest in present status of police structure, they are resistance to any changes in it
2.Police as state subject - - - rather than having union subject, thus making it difficult to implement reform by all states
Police of 21st Century need to be responsive to various need of the time for which Prakash Singh Guidelines like security of tenure for 2 year, separation of law and order and investigation procedure, transfer restriction, restricting political interference etc need to be implemented as early as possible.
