With the general context of insulating public servant from fraud corruption charges, recent ordinance by Rajasthan government to have prison term of 2 year for disclosing name of public servant under corruption charges before sanction by government has following issues
1.It would hinder the  media's right of freedom of speech under Art-19
2.It would come in the way of media acting as the 4th pillar of democracy
3.Peoples right of being informed will be curbed
4.Actual corruption charges will be delayed from investigation

But this would have following benefit
1.It would help public servant take decision quickly
2.It would protect the honest public servant from being under constant media trial, thus helping him do his job properly
3.It would help in the faster ecobomical development of the state by officers taking decision without hesitation.

This ordinance as effect the freedom of speech of media and thus it is against the fundamental right of people and thus government should have better provision of protecting honest public servant rather than hindering fundamental rights of people in the process.

Question
1.India is the suicide capital of the world and one of the major reason for same is mental health issue. What are the reason for such a grim state of mental health in the country? What steps need to be taken to improve the situation?

Sol-        Worldover number of suicides per year is around 8 lakhs and among this around 1.33 lakhs occur in India. One of the major issue for the same if mental health, other than family problems, indebtness, etc

        Around 13.7% of population in India suffer from some form of mental health. And it is expected to increase going forward. Reason for such a grim state of mental health in the country are

  
1.Transition state of economy---with increasing growth and urbanisation, complex ecpnomic system with stress level, long working hours, regular issue handling, disturb work-life balance. Also not all get the benefit of transitory economy and results in unemployment and unfulfilled aspiration, thus result in mental issues

2.Changing Social structure--with nuclear family in place of joint family, working women, independent living etc--support system decreases, time for communication decreases and thus mental issue resuLTS

3.Lack of AAA(accessibility, affordability and availability) of mental health professionals---With just .3 psychiatrist for 1 lakh people and that too mostly in major urban area--most people cant easily get professional help and thus mental diseases continues

To overcome this situation, following steps need to be taken

1.Increasing availability, affordability and accessibility of mental health professional---this issue is be9ng addressed by National mental health policy, 2014---this polocy need to be implemented in letters and spirit

2.increasing awareness and decreasing stigna related to.mental health--so that people do not hesitate in seeking mental help--steps like Deepika Padukone coming out regarding her depression is a good step

3.Making changes in economic setup so that proper work life balance, better knowledge about about changing work scenario, limited working hours, flexibility in term of work from home etc can be there so that stress of do not translate into stress at home

4.Promoting yoga, meditation etc--promotion of yoga and alternative health care by government is a right steps in this direction

Mental health is as important as physical health, thus it need to be promoted by promoting wellness, so that we can have happier Indian society.

India has mostly growth rate of above 4% since mind 1990s but the rate of increase ij employment has not been commensurate ti this growth, thus making Indian growth story a jobless story.


Following are the reasons for same

1.Most growth occur in service sector since 1991 but most employment is in agriculture sector, which hasn't grown that much

2.Lack of commensurate education for the new kind of job coming since 1991 reforms

3.Non availability of indigenous technology esp in areas like agriculture where most labours are wmploted

4.Policy issues---policy in the form of changing and increasing education,skilling people, improving ease of doing business etc to provide more jobs

5.Non availability of credits,ttechnology etc to MSME which is the major job provider in the country.

To address this issue government has taken following steps

1.Skill India programme---Thus making Indian ready for 21st century job

2.Improving ease of doing busienss---thus increasing business actovities and commensurate eemployment opportunity

3.Social reforms--like MNREGA, National Rural health mission etc--empowering peoples

4.Start-up,stand-up India programme, Make in India, Swachh Bharat Abhiyan etc

In the words of , India has 3D-demand,democracy and demography. And to better utilise these 3D increasing employment opportunity is the key requirement which can be improved by further encouraging skilling, improving education quality, further improving ease of doing business.
